What is a COE?

The Certificate of Entry or COE is a letter issued by the Thai Embassy or Consulate to allow a foreign visa holder to enter Thailand onboard a special repatriation flight, chartered flight, or semi-commercial flight. This letter will be presented to the airline personnel before departure and to the immigration officer upon arrival in Thailand.

Who may apply for the COE?


The following categories of persons are permitted to enter Thailand and are required to apply for a valid visa and Certificate of Entry (COE) before traveling to Thailand:

  • Diplomats, officials of international organizations, and their family members
  • Non-Thai nationals who are spouses (holding a Thai Marriage visa), parents or children of Thai nationals
  • Non-Thai nationals who have a Certificate of Permanent Residence
  • Non-Thai nationals with valid work permit or letter of confirmation to work (WP3) from the relevant Thai government agency, and their spouse and children
  • Non-Thai nationals who are students of formal educational establishments in Thailand as approved by Thai authorities, and their parents
  • Non-Thai nationals in need of medical treatment in Thailand, except for treatment of COVID-19, including their accompanying persons
  • Holders of Non-Immigrant visa Category OA/OX
  • Holders of APEC Business card or Thai Elite Visa
  • Holders of Special Tourist Visa (STV) Or Tourist Visa (TR) selected countries only
  • Holders of Non-Immigrant visa for Business purpose, ownership of condominium or investment
  • Holders of Non-Immigrant O retirement visa
  • Passport holders of Countries under Visa Exemption Program

What are the Requirements for the COE?

The main requirement for the COE is that the applicant qualifies to enter Thailand based on the list of eligible travelers. The applicant must secure the appropriate Thai visa before applying for the COE. Once the visa has been obtained, the applicant must prepare the following documents for the COE application:

How to Apply for the Certificate of Entry (COE)?

Step 1: Visit the COE online portal/website and register by filling in your details, and upload supporting documents such as a copy of passport, copy of the valid visa, and COVID-19 travel insurance. The Embassy will screen and pre-approve the applicants who meet the requirements. Please check the status of your application after 1-3 working days.

Step 2: The applicants can check their status online if they have been pre-approved. They will be contacted by email if the Embassy requires more documents. The applicants who are pre-approved passengers can then buy flight tickets and book their ASQ or SHA+ hotels. Copy of the flight ticket and the ASQ hotel or SHA+ Hotel booking confirmation has to be uploaded to get the COE. Please check the status of your application after 1-3 working days.

Step 3: When the COE has been approved, the applicants can check their status online and click to download their COE.

How long does it take to obtain the COE?

It is strongly recommended that the applicant spares at least 15 working days before the travel date to apply for the COE. If you do not have a valid visa, it is recommended to secure your visa before applying for the COE.

What is the validity of the COE?

The Certificate of Entry is valid only for the intended date of travel. The COE will specifically state your name, passport details, flight date of departure and arrival, flight number, and the name of your ASQ hotel. In case, you need to postpone your trip or change the details of your flight, you need to make a new application for the COE to obtain a new certificate with the new flight details or ASQ hotel details.

What do you have to do after receiving the COE?

Once you have received your COE, you have to prepare the following documents for your trip to Thailand. It will be presented to the airline before departure:

  • Certificate of Entry (COE)
  • Valid visa in your passport
  • Declaration Form
  • Medical Certificate with a laboratory result indicating that COVID -19 is not detected. The COVID test must be by the RT-PCR method, the test must be conducted within 72 hours before departure. Some airlines do not accept home kit tests so please check specific requirements with the airlines you are traveling with.
  • Copy of Travel insurance policy that covers COVID and no less than 50,000 USD. The policy must cover the whole duration of your stay or the duration of your visa. Please print the insurance certificate and all pages of the terms and conditions on the COVID-19 coverage and medical benefits. You may be refused to board the flight if you could not show that the insurance meets this requirement.
  • Copy of confirmed ASQ hotel booking or SHA+ Hotel Booking

  1. good morning, im traveling from the uk into bangkok on the 3rd november, i already have my COE, i had to book 7 days at ASQ HOTEL IN BANGKOK. to obtain the COE. my question is…. as im arriving after the 1st of november will i still need to stay at the ASQ hotel for 7 days as my COE states?. i have emailed the hotel and they dont seem to know the answer.

  5. I have a flight booked for Nov 2 to Thailand with family (2 adults + 2 kids). I do not yet have a COE. It looks like the COE program takes two weeks to process so will not work, and the Thailand pass system is not functional yet (website says to wait). It looks like I need to cancel my trip, but please correct me if I’m wrong.

    Also my kids are not vaccinated (age 6 months and 3 years old). I don’t know how to get a PCR test from a 6 month old. Is this really required? (cannot find information regarding entry for children anywhere).

    I am a British citizen but have been working in the Republic of Korea for the last 3 months (without any other travel to other countries). I am flying directly to Phuket for 14 days from Seoul. When registering for a COE do i register from the UK or ROK? Also, my partner is travelling from the UK, can we use the same Sandbox Hotel booking reference for us both, booked for 2 adults for the same dates?

      When you apply for the COE on the official website, you use Korea as country of departure and use British as Nationality. For your partner, he use UK as country of departure and British as Nationality. yes, you can stay in the same hotel and room but each of you will be issued your individual SHABA ID.

    We are only transitting in BKK and filling in the COE as transit passenger. But we need to choose how to enter Thailand.

    Transit hours maximum was 12 hours and now is changr to 24 hours . Artival in BKK is November 4 at 7:15 am and departure to Manila is November 5 at 7:45 am. Is there a problem with exceed 30 minutes?

For my 2 other friends can they use my reservation even though their name does not appear on the reservation? If not how do I prove they will be staying with me?

      Yes, you can make that arrangement with your SHA+ hotel in Phuket. However, for the COE application or Thailand Pass application, each person will have their own SHABA ID which will be provided by the hotel.

  9. Hello Rex,

    I am a bit anxious about this COE. It says on official website that it take 1-3 workings for pre-approval. But it has been 4 days for me now, I still have not got any reply. I tried to contact the embassy and have been put on queue for 3 hours, still no one pick up the phone.
    What shall I do? I can not book my PCR test and everything else until I have this pre-approved.
    My Holiday starts on 3/11/21.

  11. Hello, I filled out my CEO application on the 14th October 2021, they sent me a confirmation with a 6 digit code saying check my status. However, it keeps telling me the information can not be found. Is this because it takes 1 day to be on the system. Or because it’s a weekend?

    Previously I`ve already received the electronic COE certificate .

    Unfortunately, due to the cancellation of my flight I had to purchase tickets for a flight of another airline
    But I cannot get a new COE, the system does not register me, it says that I am already registered and received my COE.
    I also can’t make adjustments (confirm / edit travel), the system prompts me to download the old COE certificate.
    The same difficulties regarding COE of my family’s members (certificates received, but due to flight cancellation they are not correct)
    I`m asking for recommendations on how to proceed.

      Please check the remarks section of your COE. If your new flight is within 72 hours from the original flight, you may use the same COE. If you must change the details in your COE, please call directly the Thai Embassy to cancel or reject the COE in order for your to edit the flight details.

      Yes, on your Day 20 to Day 29 after arrival, you may apply for an extension. You may apply for 30 days normal extension or the 60-day COVID extension. Just go to your local immigration office and pay 1900 THB.

  17. Good morning Rex,

    I have a question for you. I have already booked my flights and hotel for the 6th of November and I was awaiting updates to the COE process following the CCSA meeting today before applying.

    However, now that they announced a new system starting from 1st November (Thailand Pass), I am unsure whether to even apply for COE now or wait until new system is out on aforementioned date. If I wait, will have enough time to process paperwork/approval within 5 days? As a British citizen as I am eligible for visa exemption.

      As long as there is no official guideline for November 1st, I would recommend that you still apply for the COE. If the COE is issued, then you have a document for your entry to Thailand even if the “Thailand Pass” won’t be implemented until perhaps October 28.

  18. im going to krabi 6th November, as from the 1st of November you dont need to quarantine, why on the c o e does this not show up as sand box and have to give place of quarantine?
    im am double vaccinated and traveling after restriction lift.

      The reason for that, there is NO OFFICIAL Guidelines. The news reports may be true but no official announcement has been made and it has not been published in the Royal Gazette. You can wait until October 28-31 for the official guideline. If you want to apply now, you still have to apply for the Quarantine or Sandbox options.

      For your COE application, you will be required to show an exit flight. Once you have successfully entered Thailand or Phuket, you may extend it for additional 30 days or you can even avail the 60-day COVID extension.

      If you are applying for the COE on the website for COE, you can choose on the types of permitted persons: Number 11 Visa Exempt or Exemption. You will be able to stay for 30 days. You need to provide copy of passport, vaccination, flight details and insurance for the first part and the Hotel reservation for the second part.

Greetings, I have a visa exemption (and am fully vaccinated, etc) and I have to go to Bangkok for a week (from 1st November to 7th November) ; according to the latest governement communications, I should be able to enter Bangkok sandbox program rather than quarantine but the COE form doesn’t list it as a possibility.       The Bangkok Sandbox or whatever the program the government will implement in November, it is not official just yet, therefore it will not show in the COE website. Based on experience it will happen 3 days before the actual start date of the program. You can expect that the website will be updated maybe October 25 to 28 for arrivals on November 1. I know, the time is very tight. You might want to apply for COE now based on Quarantine Program.

Hello Rex, I have a problem in the way I can’t log in with my passport number\name and application code; I applied for the COE, I received the 6 digit code, and I can’t check the status of my request. The system keeps telling information not found. I tried all the combinations with/without middle name, family name instead of given name and so on. I really don’t know what to do. I have 3 days until my departure and I am becoming very stressed about this.

      It might be that the passport number was not correct when you submitted the application. In that case, you may create a new application since it will not interfere with the other application if the previous application had the wrong passport number.

  23. I got stuck in the COE application. it says “attachment for further consideration” – and I have none, but then I can not submit the application.
    I then went to the embassy with a visa application, so I could attach that. But they refused to take that and said to me “fill out COE and there I have to write that I want visa excemption 11”. But how do I do that? I am going nuts here trying to find out what to do …. Hope you can help. thanks in advance

    Currently i am applying for COE and at one question i got error.

    I am going to arrive in Thailand on 18.12.2021 and filling the section “Date of Arrival in Thailand” accordingly. And then it appears the following error text:

    Travellers to the Sandbox Programme can apply for COE within 30 days before the arrival date in Thailand.

    Does that mean i can not apply for COE today?

      Yes, it is very very early to apply for COE now. A lot could happen in the coming weeks such as changes on entry requirements or cancelled flights. It is recommended to apply for COE not earlier than 30 days before the flight departure from country of origin.

    thank you for the informations and I have a Question.

    Unfortunately I have a typo in my Passport number in the COE but I got pre approved. Am I able to change it via “Edit personal informations” when it is approved fully? I asked many times in Frankfurt Embassy but no respons at all and no one is picking up the phone. Thats why I just uploaded all my informations and hoping to change it in “Edit informations” because I didn’t know what to do.

    I guess in Frankfurt Thai Embassy nobody is working. No respond to E-Mails and phone calls since days. So If I have a Problem, nobody there would help me I guess.

      It is very clear. If you have no visa, then you choose visa exemption of 30 days. You choose Number 11 (Visa Exempt) if you have no valid Thai Visa. Do not choose a category like STV if you do not actually have an STV.

    My C.O.E was rejected due to ” Please EDIT your English name per Passport” . I am Swedish and have 3 given names one of them is Björn. My passport says Björn, in my visa they write Bjoern. So my question are.. should i apply for a new C.O.E and spell it Bjoern.

    I am a norwegian seaman working on a ship that is located in Congo (Africa).
    Since there is no Thai embassy in Congo how can i apply COE to get to Thailand (my journey starts in Congo)
    I am travelling by plane and do i need to go/apply to a country with Thai embassy to obtain COE. ?

Any insurance company can be used as long as the insurance company will be able to issue a letter confirming the important information regarding your insurance such as: your name, start date and end date of the insurance, it must state that you have more than 100,000 USD medical coverage and COVID 19 is included in the medical coverage.

    I am about to process my Non-B visa via the Thaievisa COE platform, which I understand is now the way to apply? I have all the WP3 docs already and am aware of the overall requirements. My local Embassy is London. I’m reluctant to book the flight in case of delays, but I’m wondering how much time I should allow for approval of COE and printing Visa in my passport, so I know when to book my flight out to Phuket. Do you have a rough idea?

      There is no need for the visa sticker in your passport. The visa will be issued to you and it will be sent by email. The process may take 1 week or two weeks depending if all documents that you uploaded on the application portal are correct. As for the COE application, this may take 3 to 5 days.

      You do not need a COE since Bangkok to Phuket travel is domestic travel. However, you need to adhere to the local entry requirements of Phuket. I believe at this time, they require that you are fully vaccinated in order to enter Phuket. But this may change, you may be allowed to enter if you have a COVID test prior to traveling to Phuket. I recommend for you to contact your airline about the entry requirements.

You also need to book a quarantine hotel for the mandatory 2-week quarantine stay. You also need to have a COVID insurance.       If you will apply for the COE under Phuket Sandbox, you must be in the US for 21 days prior to coming to Phuket. If you only stay in the US for 14 days, the embassy will issue the COE under quarantine program. You can apply for the COE in Belgium if your flight itinerary is Belgium-Dubai-Phuket. You can choose the category: Visa Exemption.

      If you have no enough time to apply for the new COE or to amend the approved COE, you can still use the same COE. Just make sure that your new flight is within 72 hours from the original flight whether it is earlier or later. Also, please make sure that you have informed the ASQ or the SHA+ hotel about it. Lastly, make sure that your RT PCR test is still valid for your new flight. The test must be takes within 72 hours before that flight. If you are doing the Sandbox, make sure you updated the date of arrival for your COVID test at the airport.

Because I am afraid that COE will not be process in time for my departure from Mauritius.       The COE can only be issued by the Thai Embassy or Consulate in the country of your departure. If you are flying from Mauritius, it will be processed by the Thai Embassy Tanzania. If you are applying for a COE under Quarantine Program, you can start the application now.

    I have duly received my COE. Unfortunately, my flight has been postponed due to my work schedule, so I understand I have to submit a new COE application with the new flight and ASQ information. When trying to resubmit the application via coethailand.mfa.go.th, it didn’t give me a new ID code and when trying to retrieve it, the system gave me the same as the original one. I assume this is because the initial date of my departure is not passed yet. Do I have to wait for the COE date to pass to re-apply ?

      You can only apply for a new COE when the first COE expires. The COE will expire when the original flight in your COE has already arrived in Thailand. You can apply for COE one day after the proposed arrival had passed.
      Another option, you can call the Thai Embassy and request to cancel the COE so that you can either edit the flight details or apply for a new one.

      If you and your daughter will only stay for 7 days in Phuket, that is alright. You can still enter under Phuket Sandbox. However, you need to have an exit flight from Phuket to another country after 7 days. The 14 nights minimum requirement in Phuket is only required if you plan to go to Bangkok or Chiang Mai for example.

      Most Thai Embassies will issue the COE if the passport is more than 6 months especially if you are entering under Visa Exemption. If you are entering Thailand under work visa or marriage visa for example, you can get a COE and enter Thailand as long as you have re-entry permit and your visa is still valid even if the passport is less than 6 months.

      I purchased the appropriate covid 19 insurance from the Thai Embassy London website https://covid19.tgia.org/ which covered me for covid 19 medical expenses ONLY and entered thailand with no problems on 7/6/2021 on a non immigrant visa.
      Is it right to assume that now and in the future, unless you have Covid 19 Travel Insurance (which is somewhat expensive for 180 days) you could be refused entry!!!

  74. COE-website does not work: Always get „an internal server error occurred – datebase exception. Pre-Approve was successful, but providing further information – such as flight numbers – is not possible. Always the same error message.
