Can you enter Thailand now during the COVID-19 Crisis?

Thailand has closed all its borders in an effort to contain the spread of COVID-19 in most of 2020 under the invocation of the Emergency Decree. At present, Thailand has opened the country to foreign travelers and tourists. Now, fully vaccinated travelers, both Thai and foreigners, are allowed to enter Thailand without quarantine under the Test and Go Program or the Phuket Sandbox Program. However, the mandatory quarantine of 10 days is still required for both unvaccinated travelers and 14 days for those traveling from African countries.

Who is qualified?

Travelers should be any of the following:

  • Thai nationals
  • Foreigners under the Visa Exemption List
  • Foreigners under the Visa on Arrival List
  • Foreigners who are holding a valid non-immigrant B visa (with Work Permit) and those with the extension of stay of Non-immigrant B visa (with Work Permit), including their spouses and children.
  • Foreigners who are granted permission (WP3) from the Ministry of Labor to work in Thailand and their families.
  • Foreigners who are holding non-immigrant D and F visas as part of the diplomatic corps and their families.
  • Foreigners who are holding non-immigrant O visas who are spouses, parents, or children of Thai nationals.
  • Foreigners who hold Certificate Permanent Residence including their spouses and children.
  • Foreigners who are students of formal educational institutions approved by Thai authorities, including the parents or guardians of the students.
  • Foreigners who are in need of medical treatment in Thailand, and their attendants.
  • Foreigners who are invited by the government and those who are permitted to enter the Kingdom under a special arrangement including Thailand Elite Visa.
  • Foreign migrant workers with official documents.

Where to apply for permission to enter Thailand or Thailand Pass?

The Thai or foreigners must apply for the Thailand Pass to enter Thailand from the official webs portal: https://tp.consular.go.th/

The application is done online and the processing time ranges from 3 to 7 days. If you are required to have a valid visa, it is recommended to secure your visa from the Thai Embassy or Consulate before applying for the Thailand Pass.

What do you have to prepare prior to traveling to Thailand?

The foreigner or non-Thai nationals must carry the necessary documents as follows:

  1. Thailand Pass issued by the Thai Ministry of Foreign Affairs Thailand Pass System.
  2. COVID 19 Health Certificate issued by the relevant authority and the COVID-19 medical test result. The test must be conducted no longer than 72 hours before the date of travel. This certificate is also necessary at the airline’s check-in counter for a boarding pass to be issued.
  3. COVID-19 Insurance covers treatment and medical expenses related to COVID-19 with a minimum coverage of 20,000 USD.
  4. Confirmation of reservation of a Test and Go Hotel, Sandbox Hotel, or the ASQ Hotel.
  5. Vaccination Certificate or vaccine card

How to obtain a Thailand Pass?

The foreigner must apply for the Thailand Pass at least  5 to 7 working days prior to the intended date of travel.

For the Thailand Pass, he/she must submit the following documents:

  • Copy of Passport
  • Copy of the Travel Health Insurance Policy covering treatment and medical expenses related to COVID-19 with a minimum coverage of 20,000 USD.
  • Copy of flight details of the intended date of travel.
  • Copy of Confirmation of reservation of a Test and Go Hotel, Sandbox Hotel, or the ASQ Hotel.
  • Copy of proof of Vaccination (if any)

What to do upon entry to Thailand?

When entering Thailand, the foreigner or non-Thai national is requested to follow the Thai authority’s guidelines for preventing the COVID-19 pandemic as follows:

  • Present the Thailand Pass QR Code to the Thai authorities at the airport of arrival
  • Present the COVID-19 PCR test result (issued from the country of departure)

      1. No, the visa on arrival for Chinese and some nationalities have been suspended. So you need to apply for the 60-day tourist visa and COE.

  4. I will be arriving to Thailand later this year. I noticed that starting Oct 1, 2021, the quarantine will be lifted for travelers arriving in Phuket and Krabi. I wanted to know if this applies if you are flying into BKK then flying directly to Phuket. Is this possible? If you land in BKK even if you dont leave the airport, do you have to go to a quarantine hotel?

      The lifted quarantine in Phuket and Krabi is only applicable if you book a flight directly to Phuket or Krabi. For example, you book a flight with transit in Singapore and flies directly to Phuket. You must avoid Bangkok, otherwise, you must quarantine in Bangkok.

  5. Hi!
    Is it mandatory to attach the confirmation to both the flight to and the return flight from the Kingdom for the last step of the COE process?

    I might have a real problem:
    I am going on a 45-day, visa-exempt trip to Thailand, with departure in a week from now.
    I got the pre-confirmation of COE last week and just now filled in the remaining information: ASQ confirmation and Flight confirmation.

    I booked a oneway flight to Thailand and another oneway return flight with another airline.

    HOWEVER: I forgot to attach the return-flight confirmation!!! I only attached the oneway flight confirmation for the flight to Thailand in the COE form.
    I sent an email right away with the confirmation of the return flight, but I have a feeling that I would need to pre-register for a whole new COE in case I would have had to attach the return flight too.

    QUESTION: Is it mandatory to attach the return flight confirmation for the last step of the COE process?
    Really grateful for a quick answer here…..

      If you are already on the Part 2 or Stage 2 of the process, you only need to attached the flight to Thailand. Although there has been cases that the application was rejected on the second stage because the return flight was not attached. I believe you will be alright. I think it will be approved.

    2. Hello @thaiembassy. I’m currently in an ASQ two days into my stay. On the embassy website it’s said the new rules effective April 1 include “travellers are allowed to undertake activities outside of their rooms under certain conditions such as using the gym and the swimming pool, exercising outdoors and ordering food and goods from outside”. Do you know where I can find a detailed official government announcement outlining what the “certain conditions” are? Our hotel is not allowing us to do this.

    My parents live in Thailand (are UK nationals) and I am a student in the UK wanting to visit them for around 70 days as haven’t seen them in over a year. When applying for the 60 day visa, can I put my return date as later than 60 days as I can get the visa renewed for an extra 30 days, or will it get rejected??

    First and foremost, I am sure i speak for everyone who has visited this site and say thank you for the tremendous effort in providing valuable information and guidance, It is amazing to see how many scenarios are out there and how different they are.

    Like everybody else i am looking at returning to Thailand to reunite with my wife, however my situation i feel is quite different and from what i read going through all the posts, may be a challenge from where i am situated.
    I am quite familiar with the entry procedure as i managed to get a repatriation flight home to my wife in August 2020, at that stage i was in Australia on business and therefore it was quite straight forward and was issued a single-entry non-immigrant type O visa by the Royal Thai Embassy in Canberra.

    I am now currently situated in Tahiti, French Polynesia again due to work
    and have noted the closest Thai Embassy to me now is the Royal Thai Embassy, Wellington New Zealand.
    I am a South African Passport Holder and fortunately hold a New Zealand permanent residence, however in the hope to avoid the more than likely inevitable situation of having to fly to New Zealand, do the required 14 day quarantine there, then apply for my COE and non-immigrant O visa, and if approved flight to Thailand for yet another 14 day quarantine, i would like to pose the question as to whether or not i have any other options available to me?

    I noted in your replies above that Visas on arrival have been suspended for the time being, is that still in place now?

    If so would there be a possibility for me to post all required documents to the Royal Thai Embassy in Wellington? instead of flying and doing it in person (probably a question to pose to them directly but i am trying to exhaust all other options first)

    If i have any other options available to me i would be eternally grateful if you were able to share them with me.

      My only concern is to where you will apply for the COE. What will be your flight to Thailand look like? What will be the itinerary so that I know where to apply for the COE and the application is done online and the COE will be issued to you by email.

      My only option to fly any where in the world from French Polynesia would be through LAX(USA) first and then onto Bangkok via Doha more than likely, as this is the same route i took when flying from Bangkok to Tahiti.
      My only real concern with going the route of the 45 day exemption visa on arrival is that i would only get 31 days in Thailand after my 14 day quarantine, my intentions would be to stay in Thailand with my wife for 90 days before having to return to work.
      Is it possible to apply for the Non-immigrant type O spouse visa once i am in Thailand if i arrived on the 45 day exemption Visa?

      The 45 days that you will get can be extended within Thailand. It can be extended for 30 days or 60 days (if you have Thai spouse). Yes, it is possible to change to Non O visa within the country especially in Bangkok.

      Thai nationals coming from abroad are required to have a mandatory quarantine. They can go to the state quarantine provided by the government or they cal go to the ASQ hotel. They cannot quarantine in their own house.

    I am trying to get my wife here to Thailand from the Philippines. Can you tell me the best way to get her here? It looks like the STV visa is available for the Philippines but the Thai embassy there is not offering it.

      Yes, your wife can come under the visa exemption scheme. This will allow her to stay for 45 days. The problem that you will encounter is that you need to provide a return flight and unfortunately the return flight in February is not available yet except for the Thai Airways flights.

      When you fly out of Thailand, it might take awhile before you can return to Thailand. Please note that Non-RE Retirement visa is not on the list of groups allowed to enter Thailand. As you can see, there are still people who have retirement visas (not the OA visas) who cannot return to Thailand. It might happen to you also.

    I am Russian national living and working in Malaysia and my partner is Myanmar national living and working in Singapore.

    We’ve been separated for 8 months and are looking at Thailand as a place where we can both go to reunite.
    Can you please advise if STV or TR is a possible option for our situation?

    If it is, do we need to apply via travel agencies (some of them are not very responsive and are asking for passport scan before they even start talking to us which does not sound very secure) or can this be done directly via Thailand embassies?

      The application for the COE is done at a Thai embassy. If there is no Thai embassy in the country where you will go, you may either cancel the trip or you get the COE at the Thai Embassy near the country where you will be staying.
      The main issue here now, is your current visa qualified to re-enter Thailand? It is not OA or OX visa.

Reason being I do not have a letter from the ministry of labor or WP3/Work permit. I am curious as to why this occurred because on September 28th as you know, the Center for COVID-19 Situation Administration (CCSA) approved reopening the country’s borders to welcome foreign visitors, both short and long term such as the following:

      First, you cannot book a commercial flight. The flight must be chartered, repatriation or semi-commercial flight with 100% approval from Thai Embassy in China only. You need to get in touch with the Thai embassy to see the list of approved flights.
      You can come to Thailand being an APEC Card member, you do not need to apply for visa but you need to apply for the COE. But you might have a hard getting it since you are not Chinese. But feel free to call Thai Embassy directly. If they do not answer calls, please check if you can visit them directly to get the information.

      2. Company profile or details of business operations
      3. Letter confirming employment details from an employer in Thailand signed by authorised person
      4. Copy of ID card or passport of the signer (authorised person who signed the employment letter)

    I am currently in Chengdu of Sichuan province, China. I hold singapore passport & APEC card. My fiancee holds Myanmar passport, hold Thai work permit & is currently in Bangkok. We plan to register marriage in May, but due to lock-down, I am unable to enter Thailand nor register our marriage anywhere.

    I am in the midst of registering new company with Thai partners. Not long ago, I saw somewhere that Thai Gov is considering allowing APEC card holders to enter Thailand.

    With APEC card, do I need to apply for visa to enter Thailand? When the new company registration is done, can the company apply for Work Permit for me?

      Yes, if the company is set up, this company can sponsor your Non B visa application and COE application.
      If you opt to use the APEC card, unfortunately you cannot get a work permit with it. You need to change your APEC entry stamp into Non Immigrant B visa inside Thailand and apply for Work Permit.

  84. I am an American living in Thailand with my American husband and younger daughter. We did not leave Thailand during the Covid closures. We have remained here under our current and valid Non-O visa. We have another daughter attending university in the States but she was unable to come home to Thailand during the summer because of Covid and now we have been apart for too long.     I am a Thai national returning to Thailand from the UK next week. It is unclear to me if I have to provide both a fit to fly letter and covid-19 test results. Does the fit to fly letter have to clearly state I don’t have any symptoms etc? Surely I need to do a test in order to obtain a fit to fly letter?
